Why has the contract been tendered again?

On 13 October 2026, the Canary Islands’ public-contracts tribunal annulled the tender documents and the resulting award to CAPROSS 2004, S.L. The decision followed a challenge by the Colegio Oficial de Arquitectos de Tenerife, La Gomera y El Hierro.

The tribunal found that the Town Hall had not adequately explained how it calculated the tender budget and estimated contract value. It did, however, accept the technical reasons for combining the building’s design and construction in one contract.

The €5.32 million award announced on 5 October therefore no longer stands. The redevelopment is now back at the competitive bidding stage.

The new tender and its budget

The replacement competition, expediente 18231/2026, was published on 20 October, with offers due by 16 November 2026. It again brings together the project design and the building work.

The budget is €4,997,280 before tax, or €5,347,089.60 including IGIC. This is the amount available for the new tender; the final contract price will depend on the successful bid. A replacement contractor has yet to be selected.

A new role for the old cinema

The aim remains to create Espacio Chimisay, a town-centre venue for theatre, concerts, films, conferences, exhibitions and community activities. The earlier municipal announcement envisaged an auditorium for around 450 spectators, alongside flexible rooms and backstage facilities.

The detailed project must still be developed through the new contract. The work will include studies of the existing building, its structure and condition, together with accessibility, acoustics and the equipment needed for performances.

What happens before it can open?

Once bidding closes, the offers must be assessed and a new contract awarded. Building studies and detailed design then come before construction and preparation for opening.

The new procurement lists an overall duration of 31 months. That is a contract period, rather than a countdown from the tender’s publication. There is no confirmed opening date, and the previous contractor’s offer to shorten the design stages no longer provides a timetable for this new competition.

Eighteen years since the cinema closed

Cine Chimisay closed as a regular cinema in October 2008. Eighteen years later, its familiar sign remains part of Calle San Juan, while the plans to bring cultural activity back to the building continue.

The Town Hall bought the property in November 2025 for €1.57 million, using municipal funds. That purchase cost is separate from the redevelopment budget.
